A former federal prosecutor and a national leader on cryptocurrency regulations, Mr. Spencer brings a rich and diverse background to Blockcap’s Chief Legal Office position. Mr. Spencer has been practicing for more than 25 years, focusing on compliance and enforcement matters involving securities, commodities, financial institutions, and for the last seven years, cryptocurrency. He served for ten years as an Assistant United States Attorney, first as a trial attorney and then as a supervisor, securing one of the longest sentences ever handed down by a federal judge for money laundering violations. For his service, the Attorney General presented Mr. Spencer with the Justice Department’s John Marshall Award. He also received awards and recognition from the SEC, IRS, FBI, ICE, the Texas Rangers, and numerous other law enforcement agencies. Immediately before joining Blockcap, Mr. Spencer represented cryptocurrency companies and investment funds in cryptocurrency compliance matters. He served as the General Counsel for one of the largest retail distributors of Bitcoin, which was one of the first companies to receive the New York BitLicense for virtual currency companies. He speaks internationally on emerging regulatory trends affecting cryptocurrencies and has interacted with digital currency regulators on five continents.
